Every engagement runs the same four steps. Each carries its own scope, price and exit criteria, so you can stop at the end of any of them without stranding what came before.

01 Establish the requirement

Inside discovery

Discovery is the phase everything else is priced against. Get it right and the design survives contact with your real constraints. Get it wrong and every phase after it is correcting the first one.

What happens

  • In-country work across the organisations that will own the capability: ministries, armed forces, police, customs, port and airport authorities.
  • An honest assessment of the picture you already hold, including the sensors and systems in service and what is actually being done with their output.
  • The legal and authorisation framework you operate inside, and what it permits.
  • Identification of the early wins, meaning the things that can be demonstrated inside one phase rather than at the end of a programme.

What you get

A costed capability design with a bounded first phase, written so that a minister can read it and an engineer cannot fault it. It states what the requirement is, what would meet it, what it costs, and what the exit criteria for each phase are.

02 Build the cell

What is in a cell

Detections rarely fail for want of a sensor. They fail for want of a system to act on them. A cell is people, tasking and doctrine before it is equipment. Uncrewed ISR is the core, the other two lines build on it as the mission requires, and all three feed one tasking cycle.

03 Fit the right kit

How platforms are chosen

We do not lead with a platform, and no supplier relationship survives a requirement that points elsewhere. Platform choice, quantity and cost are outputs of the discovery work rather than inputs to it. There are three honest answers, and we will tell you which one applies.

What you already own

Assessed against the requirement, then integrated, sustained and brought back to currency. Most programmes start here, and some go no further. If the system in service will meet the requirement, that is the recommendation you get.

What you should buy

Requirement-driven selection with the trade-offs written down: endurance against payload, unit cost against sustainment cost, sovereignty against lead time. Independent of who supplies it, and the reasoning is handed over with the recommendation.

What we can supply

British system, European platforms. The method, the doctrine, the fusion and the training are ours; the aircraft and the sensors are European and Baltic, chosen against your requirement. Sourced, integrated and sustained within UK Strategic Export Control licensing, and licensed in the country of origin.

Three families. The third is the one that decides whether the first two were worth buying, and it is the one most often scoped last.

Communications and the data layer

The links, relays and ground segment that carry the feed, and the fusion environment it lands in. This is usually where a programme comes apart. What has to work is the chain that carries a detection through to a boarding, a seizure and a prosecution, which is why the link and the fusion environment are scoped alongside the airframe rather than after it.

04 Hand it over

What transfer includes

Transfer is designed in from the first week rather than arranged at the end. Mentoring is weighted throughout the programme toward your lead taking over, and the measure of success is that the capability keeps running once we have gone.

Your officers command and decide from day one, not at handover. We run jointly against live tasking during the operate phase and are measured on effect rather than activity, then step back by agreed stages.

Ownership

Data, models, tooling, IP and skills remain yours. There is no licence to renew that switches the capability off, and no continuing dependency on us to keep it running.

Sustainment

Airworthiness, spares, refresh and the currency cycles that keep crews qualified as the threat adapts. Handed over as a written cycle your own people execute, with the instructor pipeline that replaces the people who leave.

Whatever you ask us to, and nothing you do not. Continuing support is a separate agreement rather than a condition of the transfer.

These terms

This site is operated by Global Capability Group Ltd, registered in England and Wales, company number 15833699, at 71 to 75 Shelton Street, London WC2H 9JQ. Using the site means accepting these terms. If you do not accept them, do not use it.

What this site is for

It describes in general terms what the company does and who it does it for, so that a prospective client, partner or applicant can decide whether a conversation is worth having. That is its whole purpose.

Nothing on it is an offer capable of acceptance, a quotation, a warranty, or advice of any kind: professional, legal, security or export control. Do not act on it. The content is deliberately non-specific, because substantive scope, methods and engagement detail belong under mutual non-disclosure rather than on a public page. What is here may be incomplete or out of date, and we do not undertake to keep it current.

Sending a briefing request

A request creates no contract and no obligation on either side. We may decline it, or reply and take it no further, without giving a reason. Any engagement follows from a separate written agreement, and only that agreement binds us.

The form is a public web form on a public web server. It is not a secure channel and must not be treated as one. Do not send through it:

  • anything classified, protectively marked, or otherwise handled under a government security policy;
  • controlled technology, technical data or software whose transfer would require an export licence, and note that sending it is the transfer, which Part 03 explains;
  • personal data about anyone other than yourself;
  • anything belonging to someone else that you are not free to disclose.

If something unsolicited arrives that falls into any of those categories, we may stop reading and delete it, and we will tell you that we have. We do not accept unsolicited proposals or ideas in confidence.

Acceptable use

Use the site lawfully. Do not attempt to gain unauthorised access to it, to the server it runs on or to any connected system; do not probe, scan or test its security, except as set out under Reporting a security flaw below; do not try to defeat the bot check or the rate limit described in Part 02; do not use automated means to submit the form; and do not use the site to send anything unlawful, deceptive or malicious. Unauthorised access to a computer system is an offence under the Computer Misuse Act 1990.

Ordinary search-engine crawling is welcome. Bulk or systematic copying of the site is not.

Reporting a security flaw

If you find one, we would much rather hear about it from you than from anyone else. Write to contact@globalcapabilitygroup.com before disclosing it elsewhere.

We will not pursue you for finding it. If you report a flaw to us in good faith, give us a reasonable opportunity to fix it before telling anyone else, and while looking for it do not access, alter, delete or keep anyone else's data, do not degrade the site for other people, and do not use the flaw for anything beyond demonstrating that it exists, then we will not bring a claim against you and will not report you, and we treat your research as authorised for the purposes of the paragraph above and of the Computer Misuse Act 1990.

We can only speak for ourselves. That is not a commitment on behalf of our hosting provider, Cloudflare, Google or anyone else whose systems your testing might reach, and it does not bind any prosecuting authority. We have not published a formal disclosure policy; if you would find one useful, say so.

What belongs to whom

The text, layout, photography, video, and the Global Capability Group name, emblem and word mark are ours or licensed to us. You may read the site, and print or save a copy of a page for your own reference. You may not republish it, sell it, copy it systematically, or use the name or emblem, without our written permission.

The site is built on a small number of third-party components, which stay under their own licences and are not ours to give away:

  • PHPMailer 6.9.1, under the GNU Lesser General Public Licence version 2.1, which sends the briefing notification.
  • d3-array 3.2.4 and d3-geo 3.1.1, under the ISC licence, which draw the globe. d3-geo also carries MIT-licensed GeographicLib code by Charles Karney.

Each licence text is published alongside the code it covers, at /lib/PHPMailer/LICENSE, /assets/js/d3-array.LICENSE and /assets/js/d3-geo.LICENSE.

Availability

The site is provided as it is. We do not promise that it will be available, uninterrupted or free of error, and we may change, suspend or withdraw any part of it at any time without notice.

Liability

Nothing here limits our liability for death or personal injury caused by our negligence, for fraud or fraudulent misrepresentation, or for anything else that cannot lawfully be limited.

Subject to that: the site is offered for information, you use it at your own risk, and we are not liable for loss arising from using it or from relying on anything on it. In particular we are not liable for loss of profit, business, contracts, goodwill or data, or for any indirect or consequential loss. This site is aimed at organisations rather than consumers, and between businesses that exclusion applies in full.

Liability for work we actually do for you is dealt with in the agreement for that work, not here.

Where this site names a third party (Cloudflare, the Information Commissioner's Office), it does so for reference. We are not responsible for their sites or for what they do.

Which law applies

These terms, and any dispute about them or about this site, are governed by the law of England and Wales, and the courts of England and Wales have exclusive jurisdiction.

Changes to these terms

We may change them. The version and date at the top of this panel change with them, and the version in force is the one published here.

Privacy notice

This site sets no cookies, runs no analytics and tracks nobody. The only personal data it handles is what you type into the briefing form, plus the small amount your browser sends with it. This part says what that is, where it goes and how long it stays.

Who is responsible

We are the data controller for everything described here, and we are registered with the Information Commissioner's Office under number ZC177354. Write to contact@globalcapabilitygroup.com about anything in this part. It is a monitored mailbox and it reaches the right people.

What the site does on its own

Nothing that identifies you. There are no cookies, no local storage, no analytics, no tag manager, no advertising pixels and no social embeds. Typefaces, scripts and video are all served from this domain rather than from a content delivery network, so simply reading these pages sends no request to any third party at all.

That remains true even though the page carries a briefing form. The bot check described below is the one third party involved anywhere on this site, and it is not loaded until you begin filling the form in. Read the page, and nothing leaves it.

Your visit still reaches our web host's server logs, which record the requesting IP address, the page requested, the time and the browser's user-agent string. That is ordinary server operation, kept for security and diagnostics, and it happens whether or not you use the form.

What the briefing form collects

Only if you choose to send it. The form asks for:

  • Full name and work email address, both required, so that we can reply.
  • Organisation and organisation type, both required, and your role, which is optional.
  • Country, required, because export control and licensing depend on it.
  • What you would like to discuss, optional, up to 1,500 characters. The form asks you to keep this unclassified. It is a public web form and it is not a secure channel.
  • Your confirmation that you agree to be contacted about the enquiry.
What is recorded alongside it

Four further items are attached to the submission automatically and appear in the notification we receive:

  • Your IP address.
  • Your browser's user-agent string.
  • How long the form was open before you sent it, in seconds. A form completed impossibly quickly is almost always automated, and submissions faster than three seconds are rejected.
  • The date and time the request was received.

The form also carries a hidden field that is never shown to you and that a person cannot fill in. If it arrives with anything in it, the submission is discarded. Nothing about you is recorded in that case.

Limiting abuse of the form

We allow five submissions per hour from the same IP address. To count them without keeping a list of addresses, the address is passed through a one-way SHA-256 hash and only the hash is written to a temporary counter file on the server, together with the times of recent sends. Entries older than an hour are deleted as the file is next touched. The address itself is not stored by this mechanism and the hash cannot be turned back into it.

Cloudflare Turnstile

The form is protected by Cloudflare Turnstile, a bot check that replaces the puzzles older systems used. When it is active your browser loads a script from challenges.cloudflare.com, and Cloudflare receives your IP address, your user-agent string and technical signals about the browser in order to judge whether the submission is automated. Our server then sends Cloudflare the resulting token and your IP address to verify it.

Nothing is loaded from Cloudflare until you start using the form. The script is fetched the first time you click or tab into one of the fields, not when the page opens. A visitor who reads the page and never touches the form does not contact Cloudflare at all, and Cloudflare is told nothing about them. This is deliberate, and it is why the paragraph above can say what it says.

It is the only third-party request this site makes anywhere. Cloudflare acts as our processor for it. Cloudflare states that Turnstile does not use cookies for tracking and does not build advertising profiles from what it sees; their own privacy documentation governs what they do with it.

Who else handles it
  • Proton (Proton AG, Switzerland). The notification is sent through Proton's mail service, from an address on a subdomain of ours that Proton hosts. Proton processes it in the course of sending it, and a copy remains in the sending mailbox, which is covered by the retention period below.
  • Google (Google Workspace). The notification is delivered to a Google Workspace mailbox that we control, and that mailbox is where we read and answer it. Google processes it as the provider of that mailbox.
  • Our web hosting provider, which operates the server the form runs on and keeps the access logs described above.
  • Cloudflare, for the bot check, as described above.

We do not sell personal data, we do not share it for anyone else's marketing, and we do not pass briefing requests to any partner, manufacturer or third party without asking you first.

Where it goes

We are a UK company and the data is handled in the UK.

Proton is Swiss, and mail sent through it is processed in Switzerland. Switzerland is a country the UK government recognises as providing an adequate level of data protection, so that transfer needs no further safeguard: it is treated in the same way as a transfer within the UK.

Google and Cloudflare are US-headquartered and may process it outside the UK. Where that happens it is covered by the safeguards those providers offer for UK and EU transfers, which for both is the UK International Data Transfer Addendum alongside the European Commission's standard contractual clauses.

Why we are allowed to hold it

Under the UK GDPR we rely on two bases. Your consent, which is the box you tick on the form, for contacting you about the enquiry you have made. You can withdraw it at any time and we will stop. And our legitimate interests in keeping the form working and free of abuse, which covers the IP address, the user-agent string, the fill time and the rate-limit counter. We have considered that this is a small amount of technical data, kept briefly, that you would reasonably expect a contact form to process.

How long we keep it
  • Briefing requests: six months from our last contact with you about the enquiry, then deleted. If the enquiry becomes an engagement, the details move into the records for that work and are kept under the agreement covering it.
  • Server access logs: six months at most.
  • Rate-limit counters: one hour. They are pruned as the file is next touched, and they hold a hash rather than an address in any case.

Six months is our own decision rather than a figure any standard sets. The UK GDPR requires us to choose a period and be able to justify it, not to adopt a particular one, and neither ISO 27001 nor Cyber Essentials prescribes a length. Six months is long enough to pick a conversation back up and short enough that nothing accumulates.

Your rights

You can ask us for a copy of what we hold about you, to correct it, to delete it, to restrict or object to how we use it, and to receive it in a portable form. Where we rely on consent, you can withdraw it, and that does not affect anything done before you did. Write to contact@globalcapabilitygroup.com and we will respond within one month.

If you are unhappy with how we have handled your data you can complain to the Information Commissioner's Office at ico.org.uk, by telephone on 0303 123 1113, or at Wycliffe House, Water Lane, Wilmslow, Cheshire SK9 5AF. We would rather you raised it with us first.

Changes to this notice

If it changes, the version and date at the top of this panel change with it. There is no archive of previous versions; if you need one, ask.

Compliance

What may be supplied, to whom, and on what terms is set by law rather than by preference. This part states the framework the company works inside. It describes how we operate; it is not a warranty to any reader.

Export control

Supply and transfer of platforms, technology and training are structured within UK Strategic Export Control licensing from the outset, with partner supply licensed in the country of origin.

In practice that means items, software and technology are assessed against the UK Strategic Export Control Lists under the Export Control Act 2002 and the Export Control Order 2008; where a licence is needed it is in place before anything moves; and where partners in other jurisdictions supply, they license in theirs. Where items or technology of United States origin are involved, US controls apply in addition to the UK's rather than instead of them.

Transfer is not only shipping. A licence can be required to hand over technical data, source code, drawings or know-how (by email, over a screen share, or in conversation), and in some cases to a person standing in the United Kingdom who holds another nationality. That is why the public site is deliberately non-specific, why the briefing form asks which country you are in, and why the detail of an engagement waits for the right channel.

End use and end users

We ask who the end user is and what the end use will be, and we expect that to be documented. Undertakings not to re-export or re-transfer without consent are a condition of supply rather than a formality. Where a proposed end use cannot be established, or is one we are not prepared to support, we decline the work.

Sanctions and restricted destinations

Counterparties, destinations and end users are screened against the UK sanctions regime made under the Sanctions and Anti-Money Laundering Act 2018, including the financial sanctions administered by the Office of Financial Sanctions Implementation, and against the other regimes that bear on a given transaction. Where a designation, an embargo or a restriction applies, we do not proceed.

Bribery and corruption

We do not offer, give, request or accept a bribe, and we do not make facilitation payments, whatever the local custom. That applies to anyone acting for us (agents, consultants, intermediaries), and it is a term of their appointment. The Bribery Act 2010 follows a UK company wherever it operates, and failing to prevent bribery is an offence in its own right.

Modern slavery

We do not use forced or compulsory labour, and we do not knowingly work with anyone who does. We expect the same of our suppliers and partners.

Section 54 of the Modern Slavery Act 2015 requires a published statement from organisations above £36m turnover. We are below that threshold and do not publish one. The commitment above applies regardless of whether we are obliged to write it down.

What we say in public, and what we do not

Public site content is deliberately non-specific. Substantive scope, methods and engagement detail are addressed under mutual non-disclosure.

Nothing classified or protectively marked is held on this site, sent through this form, or discussed on an unaccredited channel. Where a role or an engagement requires UK security clearance, the clearance is held or sponsored and the work waits for it.
